How to increase the capacity of Central Asian countries to succeed in UN climate negotiations?

The global pandemic has made significant adjustments to the implementation of the Paris Agreement and international climate negotiations. The 26th session of the United Nations Framework Convention on Climate Change (UNFCCC), during which it was expected to finalize the entire set of rules for the Paris Agreement, has been postponed until next year. A one-year break in the climate negotiations provides an opportunity to prepare more thoroughly for them and discuss these issues at a broader level.

On September 30, 2020, at 14: 00-16: 30, a webinar "Promoting political dialogue and increasing capacity for Central Asian countries for the 26th session of the Conference of the Parties to the UNFCCC. The webinar was organized by the Regional Mountain Center for Central Asia in cooperation with the Scientific Information Center of the Interstate Commission on Sustainable Development (SIC ICSD) and Zoi Environment with financial support from the World Bank, together with the Regional Environmental Center for Central Asia (CAREC).

The event was dedicated to the presentation and discussion of a project on political dialogue and increasing capacity for delegations of Central Asian countries for the UNFCCC COP 26th session, implemented within the Climate Adaptation and Mitigation Program for Aral Sea Basin (CAMP4ASB). The webinar was attended by 40 representatives of government organizations from Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan, international and regional organizations, and civil society organizations.

Executive Director Zafar Makhmudov made a welcome speech on behalf of CAREC at the webinar. In his speech, he noted that the capacity project on increasing capacity is being implemented at UNFCCC national coordinators' request. He also emphasized the importance of organizing a regional discussion to represent the region better, say, through a pavilion, speeches and a regional side event during the 26th session of the Conference of the Parties to the UNFCCC (UNFCCC COP) in Glasgow. Irina Bekmirzaeva, Manager of the Program "Climate Change and Sustainable Energy" CAREC, Coordinator of the Regional Group of the CAMP4ASB project, supplemented his presentation, outlining its objectives to strengthen the regional dialogue on climate change, maintain feedback and formulate further actions based on a regional approach.

Based on the presentations, a discussion was held with the active participation of representatives of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan, the Regional Network of Civil Society Organizations. Among the main issues discussed were the option of holding a joint side event during the UNFCCC COP, national days of Central Asian countries, statements expressing a joint position in Glasgow, as well as holding joint preparatory meetings with the participation of UNFCCC national coordinators.

The project on political dialogue and increasing capacity for regional delegations for the UNFCCC COP 26th session is just starting its activity.
