Terms of Reference
International Consultant (firm) for feasibility study on upgrade of climate monitoring systems in Tajikistan and Uzbekistan
1. Background
The Climate Adaptation and Mitigation Program for Aral Sea Basin (CAMP4ASB)[1] aims to enhance regionally coordinated access to improved climate change knowledge services for key stakeholders (e.g., policy makers, communities, and civil society) in participating Central Asian countries as well as to increased investments and capacity building that, combined, will address climate challenges common to these countries.
Under its sub-component “Targeted upgrading of climate-related monitoring systems”, the project will provide improved monitoring systems and data series to support project activities (e.g., seasonal weather forecasts, snow, permafrost, and glacier/cryosphere – whose improved monitoring could help anticipate glacier lake outburst as well as better understand cryosphere dynamics and improve projections of water resources in the region under a changing climate; or agricultural and forest systems - for instance to monitor state and health of forests and pastures for informed management interventions, better emissions inventories and other reporting under international commitments, and identification of areas at risk of extreme events – such as, fires).
2. Objective:
The objective of this assignment is to determine needs of the local beneficiaries in the target countries for installation or upgrade of climate monitoring systems (based on received proposals from the countries), and to develop technical terms and specifications for respective tendering and purchase.
3. Specific Tasks:
· To review proposals on upgrade of climate monitoring systems, collected from the target countries (Tajikistan and Uzbekistan);
· To assess the proposals on upgrade activities for their relevance to climate adaptation or mitigation, given the spectrum of key climate change issues in the countries;
· To develop final packages of climate monitoring system hardware, based on the review and consultations with local beneficiaries;
· To provide support to evaluation of submitted bid applications during procurement of equipment.

1st Report containing information on the following deliverables: 1.1 Direct beneficiaries in Tajikistan and Uzbekistan are consulted for clarification regarding their equipment proposals (type, quantity and other parameters); 1.2 The proposals on upgrade activities are screened for their relevance to climate adaptation or mitigation, given the spectrum of key climate change issues in the countries; 1.3 Key end users of the data and information to be produced from proposed climate monitoring system upgrade are identified; ways and mechanism for data and information delivery are clarified with the national stakeholders; 1.4 Linkages with other CAMP4ASB sub-components are explored and identified; 1.5 Synergies with other projects working on relevant equipment installation and upgrade in the region are explored; duplication with their activities is avoided 1.6 The proposals are assessed for technical feasibility, capacities of local beneficiaries to sustainably adopt and operate the equipment and budgetary limitations; 1.7 (if needed) The direct beneficiaries in Tajikistan and Uzbekistan received support in improvement of the submitted proposals or formulation of new proposals, to align them with 1.2, 1.3 and 1.6

2nd Report containing finalized set of equipment for climate monitoring upgrade per each country, agreed with the beneficiaries, and containing the following deliverables: 2.1 Justification on how the proposed equipment upgrade improves monitoring on climate processes or fits into existing climate monitoring system; 2.2 Information on prospective users of data/information after installation/upgrade; how the data and information will be used and disseminated; 2.3 Detailed TOR and technical specification of the finalized packages, for tendering and purchase; 2.4 Capacity building needs of the local staff, with key themes and skills for improvement identified and reflected in the TOR and/or technical specification for equipment purchase;

5. Qualification Requirements
o Extensive technical project experience in meteorology, hydrology, engineering, or other closely related technical fields;
o Experience in design and/or implementation of meteorological, weather, hydrological, early warning and other climate-related observation networks;
o Familiarity with hydrometeorological observation and other climate-related monitoring systems of Central Asia (Tajikistan and Uzbekistan in particular) is highly desirable;
o Experience in design and application of GIS and Remote Sensing systems and data for monitoring of climate processes is desirable;
6. Reporting Requirements
The estimated duration of the consultancy will be April 2018 – December 2018. The 1st Interim Report should be submitted (in English) to the RCU within 30 days, and the 2nd Report (both in English and Russian) within 90 days after signing of the contract.

Please note:
Consultants may submit their REOI as an individual firm or in association in the form of a joint venture or sub consultancy. All the members of the joint venture shall be jointly and severally liable for the entire assignment. However, the experience of sub-consultant will not be considered while short-listing. A Consultant will be selected in accordance with the Selection Based on Consultants' Qualification (CQS) method set out in the Consultant Guidelines. The best qualified and experienced firm shall be selected and only this one selected firm shall be asked to submit a combined technical and financial proposal.
