Firm on producing video documentary on climate change issues in Central Asia

1.       Background

The Climate Adaptation and Mitigation Program for Aral Sea Basin (CAMP4ASB) aims to enhance regionally coordinated access to improved climate change knowledge services for key stakeholders (e.g., policy makers, communities, and civil society) in participating Central Asian countries as well as to increased investments and capacity building that, combined, will address climate challenges common to these countries.

This assignment is to be carried under the Component 1 of the CAMP4ASB[1] project , “Regional Climate Knowledge Services”, and refers to the following sub-activities of the project: 1.4. “Developing knowledge products”, 1.7. “Outreach and coalition building”.

2.       Objectives of the assignment   

The main objective of the assignment is to raise awareness of local and international communities on climate challenges in Central Asia and the way how rural population best addresses them. CAMP4ASB will be a showcase example to demonstrate its value added benefits in building climate resilience through accessing to financial resources, strengthening capacity and knowledge, and using a multi-country cooperation and networking platform. The project is expected to contextualize the film with success stories and best practices applied in CAMP4ASB at the national and regional level, thus inspiring others to learn from lessons, replicate project solutions and engage with more climate actions in Central Asia.

It is important for the firm to closely collaborate with all stakeholders at all levels of the project implementation and assure an ethical behavior in the targeted fields. All actions should be preliminary agreed with CAMP4ASB teams active in Central Asian countries.   

Video documentary will be produced in three episodes, following project’s communication cycles: Inception, Implementation and Completion/Impact Phases, exploring and focusing on different aspects of the issue as the project progresses.

Phase 1: Inception – setting the scene (2^nd year of CAMP4ASB)

-          Desk-review and development of the full-length documentary script

-          On-site shooting (rural areas of Central Asia) and recording interviews with different stakeholders, project beneficiaries and other actors

-          Producing a first episode (7-10 min) of the Inception

Phase 2: Implementation – getting first hand results (3^rd or 4^th year of CAMP4ASB)

-          On-site shooting (rural areas of Central Asia) and recording interviews with different stakeholders, project beneficiaries and other actors

-          Producing a second episode (7-10 min) of the Implementation

Phase 3: Completion – measuring impact and sustainability (5^th year of CAMP4ASB)

-          Desk-review and determining the most effective impacts on local people

-          On-site shooting (rural areas of Central Asia) and recording interviews with different stakeholders, project beneficiaries and other actors

-          Producing a third/final episode (7-10 min) of the Completion

-          Compilation of three-episodes series and production a full-length video documentary, showing the evolution of the topic and project – Impact

3.       Scope of work and tasks

In March – September 2018, successful firm is expected to work on the Phase 1 outputs only:

1.       Conduct a desk-review analysis and develop a full-length documentary script

2.       Perform on-site shooting (rural areas of Central Asia) and recording interviews with different stakeholders, project beneficiaries and other actors

3.       Produce a first episode (7-10 min) of the project Inception with an overall objective to showcase the background situation on climate change in the region and setting a scene

4.       Closely coordinate with Central Asian authorities to ensure a smooth access for shooting in rural areas and follow ethical behavior on the fields

5.       Assure traditional style and country-side flavor of the episode (clothes, terrain, soundtracks)

4.       Experience requirement

·      As least 10 years of relevant experience in producing documentaries on the topics of environment, climate change and rural development

·      Professional experience in partnering with Central Asian counterparts (official TV Radio Broadcasting Channels, Press and Online Media); Experience to work with state governmental institutions (Ministries of Communications and Art, Ministries of Culture) in these countries is a sound advantage

·      Professional experience in script writing with a specific focus on rural development, climate change and environment

·      Knowledge of rural development agenda of the Central Asian countries and ability to easily communicate with local population and authorities in their languages (e.g. Tajik, Uzbek, etc)

·      Possibility to get permissions for video shooting on the territory of Central Asia (in rural areas of Tajikistan, Uzbekistan, Kyrgyzstan, Kazakhstan, Turkmenistan)

·      Possession of own production facilities and qualified team of professionals (producer, script writer, journalists, camera men, sound and montage specialists, assistants)

·      Ability to rotate a video (TV, online) will be an advantage

5.       Contract renewal

·      An important note: contract with the successful firm, who is to produce Phase 1 outputs, might be renewed to fulfill Phase 2 and Phase 3 outputs, and is subject to its quality performance.

6.       Timeline and Reporting

·      The estimated duration of the consultancy is March – September, 2018.

·      Firm shall report to the CAMP4ASB RCU Coordinator.

Please note:

Consultants may submit their EOI as an individual firm or in association in the form of a joint venture or sub consultancy. All the members of the joint venture shall be jointly and severally liable for the entire assignment. However, the experience of sub-consultant will not be considered while short-listing. A Consultant will be selected in accordance with the Selection Based on Consultants' Qualification (CQS) method set out in the Consultant Guidelines. The best qualified and experienced firm shall be selected and only this one selected firm shall be asked to submit a combined technical and financial proposal.
