UN Calls Upon Member States to Pursue Ambitious Climate Action

A joint call for United Nations Member States to continue ambitious climate action was published after a two-day meeting of the United Nations System Chief Executives Board for Coordination (CEB), held in Geneva. The heads of the UN divisions highlighted the ambitious and concrete steps that need to be taken on the eve of the UN Summit on Climate Action, which will be held on September 23, 2019, chaired by António Guterres, UN Secretary General. 

The joint appeal of the heads of the UN subdivisions contains five sections:

• Mitigation

• Adaptation

• Finance

• Innovation

• the United Nations system

We would like to ewmind that on April 3-4, 2019 in Tashkent, Uzbekistan, the Second Central Asian Conference on Climate Change (CACCC) was held by the Regional Environmental Center for Central Asia (CAREC) in collaboration with the Government of Uzbekistan and with the assistance / support of the World Bank in the framework of the Climate Adaptation and Mitigation Program for Aral Sea Basin (CAMP4ASB). 

The main objective of the conference is to promote regional cooperation and partnership in the field of climate change adaptation and mitigation in Central Asia.  At the end of the conference, a final “call for action” document was adopted that promotes regional cooperation and joint implementation of measures to adapt to climate change and mitigate its effects. This paper calls for regional efforts to bring attention to the issue of climate change; making immediate, science-based decisions in the management of energy, industrial, land, transport and urban systems; revision of the quantitative obligations of the Central Asian countries to the UNFCCC by increasing them; etc.

It was interesting to compare these two documents in order to understand how leaders at the global level and at the regional level of Central Asia see the most necessary steps to address climate change. Read, compare and draw conclusions:

Call for Action – CACCC-2019  

We call upon Member States to take urgent action to limit global temperature rise to 1.5°C above pre-industrial levels, recognizing that climate change mitigation is a moral, ethical and economic imperative. 

Take into account the need to limit global warming to 1,5 ° C, and are calling for consideration and immediate science-based solutions in the fields of energy management, industrial, land, transport and urban systems.


The United Nations system supports Member States to make and fulfill their commitments under the Paris Agreement and the 2030 Agenda for Sustainable Development, including through the nationally determined contributions and long-term low greenhouse gas emission development strategies, strengthening synergies, avoiding trade-offs and ensuring policy coherence in the implementation of the sustainable development agenda.

The participants of the conference:

    Take into account the set of rules for the implementation of the Paris Agreement, determining the order and structure of monitoring and reporting on the activities of countries to reduce greenhouse gas emissions and adaptation, and urge all interested parties to take this innovation into account in the NDC documents;  

    Support the initiative to launch the “Environment for Central Asia” process (hereinafter referred to as OCCA) and urge to unite efforts to increase coherence and enhance the effectiveness of regional interaction in the context of the implementation of the Paris Agreement and the agenda for sustainable development for the period up to 2030. 

Climate finance is critical to deliver action on the necessary scale to address climate change. In the context of the enhanced mobilization of financial resources, developed countries must deliver on the goal of mobilizing governments and the private sector to achieve the goal of USD100 billion per year by 2020 to support climate action in developing countries and further enhance their efforts on scaling-up financial resources.



The Participants of the conference: 

    The insufficiently active participation of the countries in the region in attracting climate finance from the GCF is recognized and call for increased efforts through capacity building is done/ 


We are committed to strengthening this support and to building innovative partnerships with all relevant stakeholders, including academia, scientific community, NGOs, children and youth, women’s groups and entrepreneurs, trade unions, the private sector and local governments, to leverage concerted actions in areas of climate change mitigation/adaptation/finance/technology. We encourage Member States to share their innovative approaches to combat climate change with other countries at the Summit.




The Participants of the conference:  

    Welcomes the decision to create a network of civil society organizations in Central Asia on the issues of climate change, and calls for unity, mutual coordination and participation in a permanent open dialogue with all stakeholders, including governments, business, science, the public, young people and the media on important issues of the climate agenda;

    Highly appreciate the potential of Central Asian youth in the issue of promoting sustainable development, her motivation and support a proactive approach and call for the involvement of young leaders in the implementation and projects.
